Tackling Kenya’s Child Online Safety Crisis

​The Communications Authority of Kenya and the University of Nairobi’s Institute for Development Studies are reviewing preliminary findings from a national survey on child online protection. The initiative aims to provide empirical data on the digital experiences of Kenyan children to guide upcoming regulatory interventions.

​Recent UNICEF data highlights a severe crisis in digital safety for Kenyan minors. Between 2020 and 2025, over 1.29 million Kenyan children aged 12 to 17 experienced at least one form of technology-facilitated sexual exploitation or abuse. More than 995,000 minors encountered unwanted sexual content, while over 355,000 had sexual images or videos shared without their consent.

Social media platforms, particularly WhatsApp and Facebook, were the primary sites for 61% of the reported abuse. In 66% of the cases, the affected children personally knew their perpetrators. Despite the scale of the issue, reporting remains alarmingly low, with only 1% of incidents reported to the police, 0.4% to social workers, and 0.6% to national helplines. Furthermore, a quarter of the affected children were entirely unaware of where to seek help.

​To address these critical vulnerabilities, stakeholders are pressing Parliament and the technology sector to implement mandatory safety measures. Proposed interventions include imposing legal obligations on platforms to actively detect grooming and the distribution of abuse material, as well as establishing a fully funded command structure linking law enforcement, schools, and helplines.

Experts are also calling for specialized training for investigators handling digital evidence and the integration of practical safety and consent education into the national curriculum. Once validated, the national survey data will form the foundation for new legislative efforts designed to hold tech companies accountable and ensure digital inclusion in Kenya does not compromise child safety.
