Dr. Ibrahim possesses a proven track record in leading technology-driven national projects. He headed the task force mandated to draft “Egypt’s Smart Cities Strategy” in a joint effort with the Ministry of Communications and Information Technology and the World Bank. His administrative and executive imprint also includes heading the task force responsible for the management and operation of the Central Business District (CBD) in the New Administrative Capital, the crown jewel of urban transformation and the region’s new investment hub.
The “Real Estate Compliance Index” Innovative Solutions for Market Regulation
In line with the vision to find practical and fundamental solutions to real estate market challenges, Dr. Abdel Khalek Ibrahim recently introduced a pioneering legislative and regulatory initiative: the proposed “Real Estate Compliance Index.”
This index serves as a transparent and effective measurement mechanism aiming to: classify real estate projects according to the nature of their issues and the degree of surrounding risks; proactively handle cases of default or delays in unit delivery in a clearer and more systematic manner; and establish a secure investment environment that safeguards the rights of both clients and real estate developers alike.
Dr. Abdel Khalek Ibrahim’s participation in the NEO GEN PropTech 2026 sessions represents a qualitative addition that will enrich discussions on the future of real estate legislation and how to integrate Financial Technology (FinTech) with Property Technology (PropTech) to ensure the sustainability and competitiveness of smart cities on both regional and global levels.
