The European Commission and the High Representative have unveiled the “EU Global Climate and Energy Vision,” a bold international strategy to secure Europe’s leadership in clean energy and technology markets. The plan outlines how the EU will leverage diplomacy, industrial strength, and strategic partnerships to drive a fair, resilient, and rules-based global transition.

Building on the Clean Industrial Deal, the strategy adds a powerful external dimension—positioning Europe as a global hub for clean technologies and climate adaptation solutions. It aims to strengthen existing alliances, forge new partnerships, and open global opportunities for European clean tech companies.
Key pillars of the strategy include:
- Promoting international standards for a just transition
- Supporting partner countries in developing clean energy pathways
- Addressing climate-linked security risks and resource competition
- Deepening cooperation through Free Trade Agreements, Green Alliances, and Just Energy Transition Partnerships
- Advancing carbon pricing mechanisms via a new EU-led taskforce
Renewables remain central to the EU’s vision. In 2024, clean energy generated nearly half of the bloc’s electricity, boosting energy independence and security. Since 2015, investment in EU clean energy has surged by 111%. The strategy sets a target for Europe to capture 15% of the global clean tech market while enhancing competitiveness.
The EU also reaffirms its commitment to the Paris Agreement and a transparent, rules-based international order. “Energy is now a strategic capability,” said High Representative Kaja Kallas. “We’re investing in global partnerships that deliver mutual benefit, climate resilience, and clean energy leadership.”
Main actions include:
- Establishing an EU External Clean Transition Business Council
- Scaling up joint investments via the Global Gateway Investment Hub
- Reforming global finance to align with climate goals
- Countering climate disinformation and strengthening resilience through UN, NATO, and bilateral channels
With this strategy, the EU signals its intent to lead the global clean industrial revolution—through innovation, cooperation, and climate diplomacy.
