The UAE Cybersecurity Council (CSC) confirmed this month that AI-powered phishing now accounts for more than 90% of all digital breaches in the country, signaling a new era where traditional defenses are no longer sufficient.

In a series of alerts issued throughout January 2026, the CSC warned that generative AI has “blurred the line between authenticity and imitation.” Fraudsters are now using advanced algorithms to:
• Eliminate Linguistic Red Flags: AI removes grammatical errors and awkward phrasing that previously identified phishing emails.
• Perfect Brand Spoofing: Altering logos and corporate templates with 100% accuracy to mirror official government and banking communications.
• Scale Hyper-Personalization: Generating thousands of unique, context-aware messages in seconds, making detection nearly impossible for standard filters.
“The line between genuine and fake online content has blurred,” the Council stated on January 11, 2026, urging the public to verify all urgent requests through official channels rather than clicking links.

As the UAE battles these threats, the nation is simultaneously accelerating its AI leadership through landmark partnerships and regulations:
• World Economic Forum (Davos) Milestone: On January 22, 2026, the UAE government launched its first whitepaper on Regulatory Intelligence. The document introduces a “Unified Regulatory Digital Twin” to monitor legislative changes in real-time, ensuring laws keep pace with AI evolution.
• Agentic AI Expansion: e& enterprise announced a strategic partnership with US firm Emergence on January 22 to deploy “Agentic AI” – autonomous systems designed to handle complex workflows for banks and government agencies while maintaining strict data sovereignty.

The Child Digital Safety Law:
Enforcing a more holistic defense, the Federal Decree-Law No. 26 on Child Digital Safety took full effect on January 1, 2026. This groundbreaking law holds platforms and parents accountable for the digital footprints of minors, imposing fines of up to AED 1 million for severe neglect in digital oversight.
