OpenAI has officially expanded its infrastructure in the United Arab Emirates (UAE) by rolling out inference residency for eligible API, ChatGPT Enterprise, and ChatGPT Edu customers. This milestone establishes the UAE as one of only three regions globally – alongside the United States and Europe – where OpenAI supports local model processing.
In late 2025, OpenAI introduced data residency in the UAE, allowing business customers to securely store their data at rest within the country to meet national compliance requirements. The new inference residency takes this localized approach a step further, as eligible workspaces can now constrain GPU execution strictly to UAE-based inference engines. This means that both the data storage and the active processing of prompts and responses now occur entirely within the Emirates. For public-sector bodies, educational institutions, and enterprises handling sensitive workloads, this provides a vital guarantee that their AI operations remain under local jurisdiction.
The expansion directly supports the UAE Vision 2031 strategy, which aims to embed AI across the nation. The UAE has demonstrated explosive growth in AI adoption, and over the past year, organizations such as G42, Mubadala, Aldar, and the Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) have heavily integrated OpenAI technologies to accelerate innovation.
Farouk El Hamzawi, Head of Enterprise for OpenAI MENA, previously noted this momentum, highlighting that organizations across the UAE are adopting AI at a remarkable pace supported by the government’s clear long-term vision. By offering full compute residency, OpenAI is giving these institutions greater choice and confidence to scale their AI adoption securely.
While the rollout brings critical compliance benefits, OpenAI’s official documentation outlines several current limitations for workloads constrained to the UAE region. Only the GPT-5.2 model is currently available for ChatGPT and API inference within the UAE. Additionally, capabilities such as image generation, internal search, and the ChatGPT Work feature are not supported. Improved memory and GPT-Live are also disabled for UAE-configured workspaces, though standard saved memories and Advanced Voice remain available where applicable. Finally, if external search or third-party tools are used, that specific data is handled under the external provider’s residency and compliance terms. By introducing local AI inference, OpenAI is bridging the gap between powerful cloud AI and strict local governance, providing a blueprint for sovereign AI deployment in the Middle East.
