The high-level talks, hosted in Nairobi, were led by William Kabogo Gitau, Cabinet Secretary for the Ministry of Information, Communications and the Digital Economy, and an IN Groupe delegation headed by Celine Gouveia, Vice President of Sales and Business Development for Government Programmes.
The proposed authentication platform aims to transform how Kenyan citizens interact with both public and private sector services. By utilizing a single, trusted digital identity, the system is designed to eliminate the friction of repeated verifications and the unnecessary redundant submission of personal data.
“We agreed to deepen technical and policy collaboration towards a trusted and interoperable digital identity ecosystem for Kenya,” stated Gitau following the meetings.
A major focus of the collaboration is ensuring coordinated governance across Kenya’s digital public infrastructure. While individual ministries and state agencies will retain management of their respective digital platforms, the Ministry of ICT and the Digital Economy will provide overarching governance. This centralized oversight is intended to eliminate system duplication and maximize the return on technology investments.
Gitau emphasized that building public trust and ensuring value for money in ICT procurement remain primary objectives for the government. Future decisions regarding hardware and software will be strictly guided by full lifecycle costs, system interoperability, and the deployment of proven technical solutions.
For IN Groupe, the talks represent a strategic move to expand its operational footprint across East Africa’s largest economy. The French state-owned company specializes in global physical and digital identity solutions and has previously been involved in Kenyan digital infrastructure. Through its subsidiary Nexus, IN Groupe has previously supported the Information and Communication Technology Authority of Kenya (ICTA) in implementing a National Public Key Infrastructure (NPKI) to secure government data and enable trusted digital IDs for citizens and state employees.
The advancement of this digital ID platform aligns with Kenya’s broader e-government goals, aiming to boost operational efficiency, reduce administrative costs, and provide a highly secure, frictionless experience for citizens navigating digital services.
