Zimbabwe’s Ministry of Information Communication Technology, Postal and Courier Services has instituted sweeping enterprise risk management protocols across all operational divisions to protect public funds and secure critical digital infrastructure. ICT Minister Tatenda Mavetera issued the directive during an executive risk management workshop in Harare, warning that the rapid deployment of state technology projects must be matched by robust governance frameworks.
The measures coincide with accelerated public digital rollout programs, including government service automation, national data center developments, and nationwide broadband expansion. Mavetera stressed that proactive risk management is essential to prevent fraud, eliminate corruption, and guarantee that public ICT spending delivers tangible returns in line with the country’s Vision 2030 development agenda.
Under the new directives, all ministry departments and affiliated state enterprises must submit validated risk registers detailing operational, financial, and digital vulnerabilities by November 6. Comprehensive risk mitigation assessments are now mandatory for all major public ICT tenders and contracts, backed by tightened procurement controls designed to curb financial leakages and cost inflation ahead of the policy framework’s adoption on October 23.
By embedding structured risk oversight across key state entities, including TelOne, NetOne, and Zimpost, the ministry aims to eliminate chronic project delays, vendor lock-ins, and cybersecurity vulnerabilities while establishing a transparent digital backbone for the economy.
