Open Innovation AI and NetApp have formed a strategic technology collaboration to accelerate sovereign artificial intelligence deployments across the public and private sectors. Unveiled at Ai Everything Abu Dhabi 2026, the alliance pairs full-stack AI orchestration with enterprise-grade data management, giving governments, large enterprises, and emerging neocloud providers the infrastructure required to scale generative and agentic workloads while maintaining strict jurisdictional governance over their data and operating models.
As artificial intelligence shifts from isolated proof-of-concept tests to high-throughput operations, organizations frequently encounter operational friction when balancing GPU orchestration with rigorous data residency mandates. The collaboration addresses these compute and data bottlenecks directly by unifying Open Innovation AI’s hardware-agnostic Sovereign AI Fabric—which provisions, secures, and virtualizes GPU clusters across on-premises, hybrid, and air-gapped environments—with the NetApp Platform, which provides governed, in-place data delivery that feeds compute clusters in near real-time without requiring risky duplication or complex migration pipelines.
According to disclosures released through the Emirates News Agency (WAM), the joint initiative focuses on three key technical tracks. The companies are engineering integrated reference architectures spanning model training, real-time inference, and Retrieval-Augmented Generation (RAG). At the same time, the teams are optimizing high-throughput data pipelines to eliminate GPU starvation and idle cycles, while establishing turnkey deployment frameworks tailored specifically for national security entities, public utilities, and commercial sovereign cloud operators managing regulated or air-gapped installations.
Jose Petisco, Vice President of Strategic Markets at NetApp, noted that artificial intelligence depends on data moving at the speed, scale, and reliability that accelerated computing requires. Petisco highlighted that combining NetApp’s storage and governance foundation with Open Innovation AI’s sovereign orchestration allows organizations to establish environments where proprietary information remains strictly protected and governed while remaining instantly accessible to GPU clusters.
Dr. Abed Benaichouche, Co-Founder and CEO of Open Innovation AI, emphasized that sovereign AI is only as robust as the underlying data layer. Benaichouche pointed out that as governments and enterprises heavily invest in domestic AI capacity, integrating the NetApp Platform with the Sovereign AI Fabric equips operators with an end-to-end architecture capable of sustaining national-scale AI workloads within sovereign borders.
The partnership arrives amid accelerated sovereign cloud investments across the Middle East, particularly in the United Arab Emirates, where national strategies mandate domestic compute readiness and comprehensive data residency controls. By eliminating the divide between hardware-independent GPU scheduling and zero-copy data pipelines, Open Innovation AI and NetApp aim to lower the capital and operational barriers to building sovereign AI factories, enabling institutions to run high-performance AI initiatives without compromising regulatory autponomy.
