As the global technology landscape rapidly evolves, Gabon is stepping up to ensure the African continent’s interests are firmly represented on the world stage. Ahead of the International Telecommunication Union’s (ITU) 22nd Plenipotentiary Conference (PP-26) – scheduled to take place in Doha, Qatar, from November 9 to 27, 2026 – Gabon is spearheading initiatives to unify African perspectives on global digital governance.
This diplomatic push aims to establish common positions on critical, emerging digital issues before the pivotal conference, which determines the ITU’s strategic direction and overarching policies. By coordinating a unified front, Gabon hopes to influence decisions that directly impact the continent’s digital trajectory.
Key priorities on the African agenda include establishing frameworks for digital content regulation that respect local sovereignty, creating fair policies for youth to monetize their digital content in the creator economy, and defining regulatory standards for engagements with Low Earth Orbit (LEO) satellite internet service providers to ensure equitable access and infrastructural sovereignty. This strategic coordination is progressing from recent global assemblies in New York to regional discussions in Libreville, culminating at the decisive Doha summit.
Gabon’s international leadership is simultaneously backed by robust domestic action. The country is accelerating four major digital transformation projects to modernize public administration, expand citizen access to e-government services, and fortify its overarching digital sovereignty. Leading this technical execution is the National Agency for Digital Infrastructure and Frequencies (ANINF).
Director General Alberto Mounguengui Moudoki emphasizes the agency’s critical role in transitioning national digital identity and interoperability projects into concrete field implementation. This domestic progress lends substantial credibility to Gabon’s efforts to advocate for a more equitable, African-led digital future.
