DFC Joins $455M Pact for Africa’s Digital Infrastructure

​In a significant move to accelerate digital transformation across the African continent, the U.S. International Development Finance Corporation (DFC) has announced its intention to join the Africa Finance Corporation (AFC) and Vision International Investment Company (Vision Invest) as a major investor in WIOCC Group.

The strategic partnership was unveiled in New York following a roundtable hosted by the AFC on the sidelines of Unstoppable Africa’s Global Africa Business Initiative, which took place during the UN General Assembly. ​The DFC’s planned $155 million equity investment marks its largest-ever single equity investment and serves as a major capital injection for WIOCC.

This funding builds upon a recently signed $300 million agreement with the AFC and Saudi Arabia-based Vision Invest, bringing the total pool of recently committed capital to $455 million. This combined investment is designated to support WIOCC Group’s long-term growth strategy. The capital will be utilized to expand open-access terrestrial and subsea cable networks, scale data center capacity, and broaden the overarching digital infrastructure platform to enhance connectivity, digital access, and local data hosting capacity across multiple African nations.

​The partnership arrives at a critical juncture for Africa’s digital ecosystem. As global demand for data, cloud computing, and artificial intelligence surges, reliable digital infrastructure has become a fundamental requirement for economic participation. Despite rapid advancements, a significant digital divide remains.

According to the International Telecommunication Union, only 35.7% of Africa’s population utilized the internet in 2025, compared to a global average of 73.6%. With global AI markets projected to reach $4.8 trillion by 2033, there is a pressing need to ensure that digital infrastructure is expanded to prevent emerging markets from being left behind.

​The inclusion of the DFC brings a U.S. development finance perspective to an already robust coalition of African and Saudi Arabian investors, underscoring a growing international consensus on the importance of Africa’s digital economy. Conor Coleman, DFC’s Chief of Staff and Head of Investments, stated that the investment will help build the next generation of trusted, resilient digital infrastructure needed to power Africa’s economic growth, supporting both local communities and allied partner companies seeking to grow in dynamic markets.

​Echoing this sentiment, Samaila Zubairu, President and CEO of AFC, emphasized the need for an Africa equipped to create value from the digital economy, noting that the investment will expand the open-access backbone necessary for African businesses to integrate, innovate, and compete globally.

Omar N. Al-Midani, President and CEO of Vision Invest, expressed pride in partnering with the DFC, AFC, and WIOCC’s existing shareholders as the company enters its next phase of growth. Finally, Chris Wood, Group CEO of WIOCC, highlighted that Africa is uniquely positioned to capitalize on global digital growth, noting that robust and scalable infrastructure will be essential to unlocking the continent’s potential as demand for cloud, AI, and digital services accelerates.

​The finalization of the DFC’s investment remains subject to standard closing conditions, including congressional notification. Once completed, the partnership is expected to play a foundational role in integrating Africa more deeply into the global digital economy.
