On September 15, 2026, international GovTech company Kitsoft and the Kigali-based Smart Africa Secretariat announced a Memorandum of Understanding (MoU) to advance public sector digital transformation across the African continent. The strategic partnership centers on modernizing Digital Public Infrastructure (DPI), e-governance, and artificial intelligence (AI).
The two organizations will exchange practical expertise, conduct joint educational sessions, and collaborate on building robust digital public services utilizing low-code technologies.Headquartered in Kyiv, Ukraine, Kitsoft brings over 12 years of GovTech experience to the partnership. The company is widely known for building the technical foundation of Diia – Ukraine’s globally recognized digital state platform – and its corresponding national AI assistant, Diia.AI.
A central component of the collaboration involves sharing Kitsoft’s low-code platform, Liquio, which currently operates at a national level in Ukraine despite extreme wartime conditions and ongoing cyber threats. Kitsoft will provide insights into the open-source Liquio Community Edition, enabling African governments to deploy the platform on their own infrastructure to ensure complete digital sovereignty.
Oleksandr Iefremov, CEO of Kitsoft, emphasized that Ukraine’s resilience highlights the critical need for governments to independently build, scale, and manage their digital services. The Smart Africa alliance, representing 42 member countries and over 1.2 billion people, aims to establish a Single Digital Market in Africa by 2030. A representative for the initiative stressed the importance of localization and self-reliance, noting that Africa’s digital transformation must be built on ownership and solutions tailored to regional realities.
By focusing on DPI, e-governance, and AI, the partnership intends to turn global experience into practical value, accelerating a transformation framework that is technologically advanced, sustainable, and entirely African-led.
