In a strategic move to accelerate digital transformation, the Communications, Space and Technology Commission (CST) has officially published the “Awareness Guide for AI Adoption in Technology Companies in Saudi Arabia.”
This newly released framework aims to support the responsible and effective integration of artificial intelligence, promote emerging digital technologies, and foster innovative business models. The publication of the guide coincides directly with the Saudi Council of Ministers’ official designation of 2026 as the “Year of AI.”
The CST designed the guide to facilitate the transition of AI from a high-level strategic direction into an operational reality. It provides actionable steps for deploying AI across internal business operations, customer-facing solutions, and advanced implementation models, including AI agents. The primary target audience includes executive leaders, strategy executives, decision-makers within technology companies, technology leaders, product managers, and department heads.
To help tech firms maximize the benefits of artificial intelligence, the guide is structured around two foundational pillars. The first focuses on operational and administrative value by utilizing AI to streamline internal processes, drive operational innovation, and significantly improve workforce productivity. The second pillar highlights product and service enhancement, positioning AI as a core, foundational component within the solutions and services technology companies deliver to the market.
To ensure a structured approach to implementation, the guide introduces a practical adoption framework that requires companies to assess their organizational readiness before deploying AI solutions. This assessment spans five interconnected dimensions: context readiness, data readiness, infrastructure readiness, skills and expertise readiness, and organizational culture readiness. By evaluating these areas, organizations can accurately identify suitable AI initiatives, define the correct scale of implementation, and prioritize key gaps that need addressing. The release of this guide underscores the CST’s role as the regulator of Saudi Arabia’s technology sector, responding proactively to a market where AI is fundamentally changing internal operations and shaping the future solutions delivered to the local economy.
