Tech Giants Unite to Defend Open-Weight AI Models

​In a rare show of industry consensus, major technology companies including NVIDIA, Microsoft, Meta, IBM, and Palantir have united to defend open-weight artificial intelligence models against potential sweeping government restrictions.

An initial coalition of 25 organizations published a joint letter titled “Open Weights and American AI Leadership,” arguing that an open ecosystem is essential for maintaining U.S. dominance in the global AI race. By the following day, the coalition expanded to approximately 35 signatories, reflecting growing momentum across the tech sector.

The initiative was championed by NVIDIA CEO Jensen Huang, who created an account on the social media platform X specifically to promote the letter. In his debut post, Huang emphasized that AI will transform every industry and power every company. He stated that “open models strengthen safety and cybersecurity, accelerate innovation and diffusion, and enable sovereignty”. Striking a collaborative tone, Huang added that the world requires both frontier closed models and frontier open models to thrive. The movement also garnered high-profile public endorsements from other industry titans, including Google CEO Sundar Pichai and Elon Musk.

The coalition’s letter outlines several key benefits of open-weight systems – models whose trained parameters are published for anyone to download, inspect, modify, and run. The document argues that this open approach expands access to the AI economy, strengthens market competition, and provides customers with greater control over their own data. It serves as a critical path to AI safety and security by allowing a broad community of researchers to examine models for vulnerabilities and develop defensive safeguards.

​The publication of the letter is strategically timed amid escalating political tensions regarding foreign access to American AI developments, specifically regarding models like Moonshot AI’s Kimi K3. These discussions follow threats of sanctions from Treasury Secretary Scott Bessent, who warned that Entity List designations could be deployed if model “distillation” crosses the line into intellectual property theft.

​The coalition’s letter addresses this controversy by drawing a careful distinction between innovation and theft. The signatories urge policymakers not to conflate legitimate model-development techniques – which reflect a long tradition of building upon existing technologies – with outright misappropriation. While the group acknowledges that unlawful efforts to extract value from closed models raise legitimate concerns, they warn that premature or broad restrictions on open models would stifle competition and drive innovation overseas.

Ultimately, the group asserts that concentrating AI development inside a few closed providers creates systemic risk, as relying solely on closed models is not automatically safer. While leading closed-model developer OpenAI was conspicuously absent from the initial launch, CEO Sam Altman quickly endorsed the vision on X, and the company joined the coalition the very next day. Meanwhile, Anthropic remains absent from the list of signatories, with the company’s policy head, Sarah Heck, publicly condemning the alleged distillation practices of foreign competitors as “IP theft and industrial espionage“.
